Portland's wildly inconsistent Cheers to Belgian Beers festival is back for its eighth year in 2014.  This year the fest turns back to it's original premise of challenging brewers to brew a beer with a single chosen Belgian yeast strain with color and strength of beers determined by a dart throw.
