Brew the Oolong tea with hot water. Remove the bag or drain the loose-leaf Oolong and place the liquid tea back into a small pot. Add condensed milk, ginger powder, fresh ginger, and sugar to the brewed Polong tea and let it boil. For sweeter tea, add more sugar. Once the flavor is just right, set aside and let it cool.
Once the tea is cool, place into the refrigerator. Pour 4 ounces of sweetened tea mixture to a mixer and add heavy cream. Add vodka and fill with ice to the rim. Cover and shake.
Strain into a martini glass and garnish with a slice of ginger.
