Line an 8-inch pan with foil and spray with cooking spray. Set aside.
In a medium pan, combine the chocolate chips and condensed milk, and stir over medium heat while the chocolate melts. Once melted and smooth, remove from the heat and stir in the marshmallows and graham crackers. Pour the chocolate mixture into a pan. Refrigerate for 2 to 3 hours or until firm.
