In a saucepan, combine loose leaf tea, water, and rock sugar.
Bring to a simmer for 5 minutes.
Let sit for 20–25 minutes.
In a mixing glass, stir together all ingredients.
Strain into punch bowl over large ice cubes.
Garnish with lemon wheels studded with cloves, apple slices, orange wheels, cinnamon and star anise.
