Sean Josephs, who runs Char No. 4 in Brooklyn, has opened this new Flatiron District whiskey bar and restaurant. The dining room is lighter and more open than that at its Brooklyn counterpart, with much of the color provided by mirrored shelves lined with about 200 whiskeys and whiskies, mostly American but also Scotch, Irish, and even Indian. The short menu combines Southern accents with sophisticated technique for such dishes as crispy duck breast with shaved foie gras, white sweet potatoes, and kale, and bay scallops and shrimp with fennel and celery root in a ham hock broth.  — Colman Andrews 11/19/2012
