  • 2 Tablespoons  vegetable oil
  • 3 Pounds  ground lamb
  •   Salt and freshly ground pepper
  • 2 Tablespoons  unsalted butter
  • large onion, cut into 1/3-inch dice
  • medium turnips, peeled and cut into 1/3-inch dice
  • large carrots, cut into 1/3-inch dice
  • large celery ribs, cut into 1/3-inch dice
  • garlic cloves, minced
  • 1 Tablespoon  thyme leaves
  • 1/4 Cup  water
  • 2 Tablespoons  tomato paste
  • 1/4 Cup  plus 1 tablespoon all-purpose flour
  • 1 quart  beef stock
  • 1/2 Cup  milk
  • 1/2 Cup  heavy cream
  • 3 Tablespoons  unsalted butter, softened
  • 2 Tablespoons  extra-virgin olive oil
  •   One 3-inch rosemary sprig
  • bay leaf
  • thyme sprigs
  •   Freshly grated nutmeg
  • 2 1/2 Pounds  baking potatoes, peeled and cut into 2-inch chunks
  • large garlic cloves, halved
  •   Salt and freshly ground pepper
